Pam Toner, Principal
Steve Toner, MBA, MPA, is a 34 year veteran of strategic and international business development. He serves as Principal and President of Coastal Strategies (formerly Toner Communications), a Florida based firm since 1988, and as Managing Partner of PanEx Partners, LLC.

Toner provides market research/intelligence, strategic planning, and implementation of business development services for some of America’s largest professional services firms, as well as small and medium size firms, both foreign and domestic. Services provided through strategic partnerships include real estate investments and insurance on international trade and political matters.

For his economic development clients, as well as some private sector clients, he has led and/or conducted 18 international trade missions. This has involved taking groups of businesses (10 to 20 firms) into other countries to penetrate those markets, resulting in the sales of millions in products and services; brokering investments, and facilitating the establishment of new operations in Europe, Latin America, Canada, and Florida.

For individual private sector clients, he has provided business development services from market intelligence research to ascertain best options for clients, followed by strategic planning to achieve client objectives. Implementation services (marketing, sales, public relations) have been provided, acting as staff or as a supplement to a client's staff, on expansions in Florida, or into Central America.

Prior to establishing his firm, Toner served as Director of Business Development for Belcan Corporation (rated 19th in the US by Engineering News Review) in Cincinnati, Ohio; serving Fortune 500 firms (GE, P&G, GM, IBM, Rockwell, etc.) and the US military branches, taking the outsourcing engineering firm from $4 million to $32 million in annual revenues in 5 years.

Toner initially worked for Northern Kentucky University, serving as a member of the University Foundation Board, and in the Public Relations Department as the Director of Alumni Affairs and Development; where he was presented the prestigious University Service Award upon his departure.

He has served as the Mayor and Councilman of his hometown city of Crestview, Kentucky, where he was presented the Kentucky Colonel Certificate for his accomplishments in building a public park. Toner served on the Foundation Board and the Alumni Board of his alma mater, Northern Kentucky University. In Florida he served on the State Boards, including FAVACA "Florida's Peace Corps" as Strategic Planning Chair. He chaired national professional associations, including Founding Chairman of PRSA Professional Services section. Toner also founded and ran, as President/Chairman, the Canadian American Business Council (CABC), for years of trade missions and other trade events. This, as well as service in numerous other positions, won him recognition with honors and awards from PRSA, CABC, and others.

He earned his MBA with an emphasis in business development from Northern Kentucky University, and his Master of Public Affairs (Political Science Department), with emphasis in US and International Affairs, at the University of Cincinnati, Ohio. He earned his BA and BS in Business Administration and Political Science, with a minor in Economics from Northern Kentucky University, after three years at the University of Kentucky. 

Toner earned the widely recognized International Trade Certificate via the US DOC/SBA/USF Program. He holds an active Real Estate Broker's license in the State of Florida, with all course work completed for the coveted Accredited Land Counselor (ALC) designation to assist his investors. He also holds a "trade payments" insurance license in the state of Florida for his international clientele. He has been married for 29 years and has two children.
